Roofing is our primary trade. American Prime General Construction is a veteran-led roofing and general contracting company that self-performs roofing and exterior work and carries storm jobs through to reconstruction, working The Colony from Richardson.
One thing changed recently: as of October 1, 2025 the city requires a permit for roof replacement (Building Inspections and Permits). Many homeowners last replaced a roof under the old rule, so this page starts with the permit process, then the storm record behind most of our work.

The new roof permit rule in The Colony, effective October 1, 2025
The city states that “as of Oct. 1, 2025, the City of The Colony requires a permit for roof replacement, siding replacement and foundation repair” (Building Inspections and Permits). The guide adds that “the contractor must obtain a permit” (Do I Need a Permit), and the handout confirms “for sheathing and/or roof replacements, a permit is required” (re-roof requirements).
There is no roofing exemption to fall back on. The city’s amendment to IRC Section R105.2 narrows exempt work to two items, small detached accessory structures and low retaining walls, and roofing is not among them (Code of Ordinances Sec. 6-1). It also adds a re-inspection fee, an investigation fee equal to the permit fee for unpermitted work, and a fee for covering up unauthorized work.
The fee: two published figures that do not match
We will not print a single number, because the city publishes two. The department page states a $50 application fee is collected before an application is processed (Building Inspections and Permits), while the FY 2026 Master Fee Schedule lists “Re-roofing – Single Family $75,” with multi-family and commercial at $10 per $1,000 of value, $100 minimum (fee schedule). Nothing reconciles the $50 and the $75, and the schedule still groups those lines under a 2021 International Building Code heading. Call 972-624-3100 for your address.
Inspections: final only, with attic access
The handout states that “a final inspection is needed to verify that materials were properly installed and comply with the current code,” that underlayment photographs may be submitted online, that the final requires attic access, and that a notarized waiver may be submitted in lieu of it (Re-Roof Requirements). No mid-roof or decking inspection is published, and the residential inspection list has no roof stop (inspection list). We photograph decking, fastening and underlayment as work happens.
| Requirement | What The Colony publishes |
|---|---|
| Permit | Required for roof replacement since October 1, 2025; the contractor obtains it (permit guide) |
| Fee | $50 application fee on the department page; $75 re-roofing single family in the FY 2026 schedule. Conflicting, unresolved |
| Codes | 2024 I-Codes with the 2023 NEC, Ordinance No. 2025-2607, adopted June 17, 2025. Two effective dates published: September 1, 2025 (Adopted Codes) and July 17, 2025 (department page) |
| Registration | “All contractors working in the City of The Colony must be registered”; valid one year; $75 (Contractor Registration, fee schedule) |
| Department | 972-624-3100, 6053 Main Street; inspections 972-624-3150 (Building Inspections and Permits) |
The two effective dates matter for which code edition governs a mid-2025 job, so we confirm it with the inspector. Unregistered contracting is unlawful under Sec. 6-21, penalty equal to the registration fee under Sec. 6-24 (Registration of Contractors). Homeowners acting as their own general contractor must also register, at no fee. Figures reviewed September 2026; confirm with the city.
The Colony’s storm record, by date
Most in-city reports are logged by the Weather Service under the place name Carney, inside the city limits. These were screened as inside The Colony; wind speeds are NOAA values converted from knots.
| Date | Event | Magnitude | NOAA damage |
|---|---|---|---|
| April 3, 2012 | Hail, two reports | 1.75 in | $1.5 million each (368113, 368115) |
| March 8, 2016 | EF1 tornado, 0.15-mile path, plus 60 and 69 mph wind | EF1 | $90,000 and $10,000 (624245, 624675, 624679) |
| April 13, 2019 | Hail, two reports | 2.75 in and 1.50 in | $100,000 (815155, 815142) |
| March 2, 2023 | Wind | 61 kt (about 70 mph) | $100,000 (1088736) |
| May 28, 2024 | Wind | 83 kt (about 96 mph) | $300,000 (1186758) |
| September 25, 2024 | Hail | 1.00 in | — (1216333) |
Add the 2011 hail cluster, 1.75-inch hail on April 3, 2014 (514780) and 1.25 and 1.50-inch hail on June 11, 2023 (1105786, 1105790), and the pattern is clear: frequent one to two-inch hail with a few high-wind days. The 96 mph gust of May 28, 2024 is the most damaging wind on the city’s record, and gusts that high crease shingles that survived hail without a mark.
Two often-cited storms are not The Colony events: the 3.00-inch, $1.0 million hail at Carney on June 11, 2023 (1105791) and the 90 mph, $2.0 million wind of March 2, 2023 (1088498) both plot outside the limits. Iowa Colony and Tennessee Colony records are name matches only.
Why The Colony’s roofs are reaching replacement age together
The Colony has 19,388 housing units, 13,133 single-family detached, 11,113 owner-occupied of 18,591 occupied, and 45,454 people (ACS 2020–2024, B25001, B25024, B25003, B01003).
The median unit was built in 2001 (B25035), and construction came in waves: 5,017 units in the 2010s, 4,622 in the 2000s and 3,564 in the 1970s (B25034). Houses from the 2000s wave are on their first or second covering, often builder-grade shingles that already absorbed 2012, 2019 and 2024. The 1970s housing carries older, thinner decking and wood trim that ages on the roof’s schedule, which is why our roof replacement scopes price the edge with the field.
What we look for on a roof in The Colony
Frequent hail and occasional high wind leave two different signatures, and homeowners tend to see only the first. Hail bruises the field: soft spots underfoot, mat fractures, granule loss exposing asphalt. The InterNACHI hail damage material notes aluminum gutters can be damaged fairly easily while steel is highly resistant, and that hail does not scratch or crease metal, so a crease points to a ladder, a limb or wind. Wind works the perimeter, lifting shingles at ridges, hips and rakes and prying at drip edge, fascia and gutters, so after a day like May 28, 2024 damage can sit only on windward slopes and the edge. Our roof inspections and forensic inspections document both slope by slope, including the gutters, fascia and soffit. We are not a public insurance adjuster and we do not negotiate claims on your behalf.
Because the final inspection requires attic access, we record deck condition and ventilation while the roof is open.
Neighborhoods we cover in The Colony
We work the whole city, from the lake side to Austin Ranch: Stewart Peninsula, whose Southshore section is recorded as a phased addition to the city; Creekside at Austin Waters, Camey Place, The Cascades, Austin Ranch and Lakeridge Townhomes, Westport Lakeview Villas and Castle Hills (state HOA registry), plus Water’s Edge, Planned Development No. 26 under Ordinance No. 2013-2018 (city records).
We have found no published shingle restrictions for any named The Colony association, so rather than guess we ask for your declaration and architectural guidelines before specifying materials. Statewide, Texas Property Code 202.011 limits provisions prohibiting wind and hail resistant shingles, worth knowing before you choose your shingles. Where approval is required we get it in writing first.
One Richardson-Based Contractor for the Whole Recovery
A hail or wind claim rarely stops at the shingles. Water finds ceilings, insulation and drywall, and the repair becomes a construction project.
We inspect and scope the construction damage, coordinate qualified mitigation and remediation professionals when specialized services are required, and manage the reconstruction through completion. We also serve nearby communities including Little Elm, Frisco, Lewisville and Carrollton.
Frequently Asked Questions
Do I need a permit to replace my roof in The Colony?
Yes. The city states that as of October 1, 2025 a permit is required for roof replacement, and the contractor must obtain it. The re-roof handout adds that a permit is required for sheathing and roof replacements, and the amended exempt-work list has no roofing exemption.
What does a roofing permit cost in The Colony?
The city publishes two figures that do not match: a $50 application fee collected before an application is processed, and $75 for re-roofing a single-family home in the FY 2026 Master Fee Schedule. Nothing published reconciles them, so confirm with the department at 972-624-3100.
What inspections does The Colony require on a re-roof?
A final inspection to verify that materials were properly installed and comply with current code. Underlayment photographs may be submitted online, the final requires attic access, and a notarized waiver may be submitted in lieu of it. No mid-roof or decking inspection is published.
Which building code applies to my roof in The Colony?
The 2024 IRC and the rest of the 2024 I-Codes with the 2023 NEC, adopted by Ordinance No. 2025-2607 on June 17, 2025. The city publishes two effective dates for that adoption, September 1, 2025 and July 17, 2025, so on a mid-2025 job we confirm the governing edition with the inspector.
Do you perform mitigation and remediation in The Colony?
Specialized mitigation and remediation work is performed by qualified service providers. APGC coordinates those services with the overall project and manages the repair and build-back portions of the work.
Do you provide fire and water reconstruction in The Colony?
Yes. APGC provides complete interior and exterior reconstruction after the required mitigation or remediation work has been completed.
Can you help document the construction scope?
Yes. We provide photographs, measurements, construction estimates, repair scopes, material specifications, and technical explanations related to the reconstruction work. We do not act as a public insurance adjuster.
If your roof went through 2019 or 2024 without an inspection, start with documentation and a plan for the permit and final inspection. We can also review financing and siding and window work.
