Roofing is our primary trade. American Prime General Construction is a veteran-led roofing and general contractor that self-performs roofing and exterior work and carries storm jobs through to reconstruction. We serve Melissa from our office at 2100 N Greenville Ave, Ste 106 in Richardson.
Melissa is a new city with a young roof stock: the median year built is 2015, and about 73 percent of homes went up in 2010 or later (ACS 2020–2024, B25034). That changes the conversation. Most Melissa roofs are not worn out, so when one leaks or loses shingles the cause is usually a storm, an installation detail, or the thin metal at the edge: fascia, soffit, drip edge and gutters.

Melissa’s storm record, and why it looks thin
Only three qualifying severe-weather events plot inside the Melissa city limits in the NOAA record for 2011 to 2026.
| Date | Event | Measurement | Reported damage |
|---|---|---|---|
| February 25, 2021 | Hail | 1.00 in. | — (event 942465) |
| September 21, 2025 | Hail | 2.00 in. | $20,000 (event 1295513) |
| September 21, 2025 | Hail | 1.00 in. | — (event 1295514) |
That short list is a reporting artifact, not a measure of the weather Melissa gets. NOAA logs reports to the nearest recognized point, so hail that falls here is routinely filed under Anna, McKinney or Roland. Several such reports sit just outside the city limits: 1.75 in. hail at Roland on April 3, 2014 (event 514788), a 52-knot (60 mph) gust on May 12, 2014 (event 521669), and 1.50 in. hail on March 26, 2017 (event 684311) and June 23, 2023 (event 1109723). Those are near misses, not Melissa events, and we do not present them as though they landed on your street. It does mean the date search for a Melissa claim has to run wider than the city name.
Why Melissa roofs fail early rather than late
Melissa has 6,266 housing units, 5,798 single-unit detached (ACS 2020–2024, B25024), a population of 20,136 (B01003) and a median home value of $454,000 (B25077). Owner-occupancy is 88.6 percent, 5,470 of 6,169 occupied units (B25003), so these are decisions homeowners make themselves.
The age curve is steep: 1,821 units built 2020 or later, 2,768 in 2010–2019, 1,135 in 2000–2009 and 285 in the 1990s (B25034). Two things follow. Most roofs here are still on their original builder-grade covering, with the minimum ventilation and edge detailing the plans called for. And a young roof gives a carrier an easy argument that damage is cosmetic. Both make dated photographic evidence from a roof inspection more important here than in older cities.
Fascia, soffit, drip edge and gutters in Melissa
More Melissa homeowners ask about fascia and roof edge work than about anything else in roofing, and on a housing stock this new that makes sense. Shingles eight years old shrug off a 1.00 in. stone; the gutter face, drip edge and aluminum fascia wrap do not. Thin metal dents visibly at hail sizes that leave a young shingle looking fine, so the edge is often the only dated evidence a storm left behind.
What code requires at the roof edge
- Drip edge is required at eaves and rakes, with segments lapped not less than 2 inches, a vertical leg of at least 1½ inches extending ¼ inch below the sheathing, at least 2 inches of extension back onto the roof, and fastening at not more than 12 inches on center (UpCodes, IRC R905.2.8.5).
- The lap sequence matters as much as the metal. Underlayment goes over the drip edge at eaves; drip edge goes over underlayment at rakes. Reversed at the eave, water runs behind the gutter and rots the fascia from the back — how a ten-year-old house ends up with soft fascia board.
- Soffit vents are the intake half of the ventilation system. Net free ventilating area must be 1/150 of the vented space, reducible to 1/300 only where upper-vent conditions are met (IRC R806.2), and eave vents must stay clear with a 1-inch space between insulation and sheathing (IRC R806.3). Blown insulation pushed into the eaves is common in new homes and quietly shortens the life of the deck above.
- Gutters have to discharge properly. Roof drainage goes to the ground not less than 5 feet from foundation walls, or to an approved system (IRC R801.3). On tight new-construction lots, short downspouts are a foundation issue as much as a roofing one.
Melissa gives you no inspection backstop here. City inspections cover framing, foundation, drives, walks and a final, with no mid-roof or decking inspection (City of Melissa Inspections), so nobody official sees the drip edge sequence or the eave baffles while they are open. We scope the edge with the roof: gutters and downspouts, gutter apron and drip edge, wood fascia repair, aluminum fascia wrap, soffit and vent repair. If your estimate covers shingles only, read our page on gutter, fascia and soffit repair before signing it.
Roofing permits and inspections in Melissa
- A permit is required. Melissa publishes no roofing-specific page, but its permit handout states that no person, firm or corporation shall alter, repair or replace without first obtaining a permit (Building Permits Information). No small-repair exemption is published.
- Inspections go to Bureau Veritas. All inspections are to be called in by the general contractor to Bureau Veritas at 877-837-8775 or 817-335-8111 only (Inspections), and all permits require a final inspection (permit application).
- Contractor registration runs through the Camino portal, with licenses and insurance uploaded (Residential Permits). The codified fee schedule sets it at $100.00 annually, calendar year, no proration.
- Permit questions go to Development Services, 972-838-2036, 3411 Barker Ave (directory).
The re-roof fee: Melissa publishes two different answers
Ask what a re-roof permit costs and you get two answers, depending which city document you read. The codified fee schedule lists a flat $90.00 “Reroof Permit (residential)” (Municode, Appendix A Fee Schedule, history note Ord. No. 2025-45 adopted 8-26-25). The city’s permit handout and FAQ carry no reroof line and publish a valuation table instead: $23.50 for work valued at $1 to $500, then $23.50 plus $3.00 per additional $100 of valuation up to $2,000, with 65 percent plan review waived for one- and two-family dwellings (Building Permits Information; City FAQ). We will not tell you which one your clerk will apply: both are published and they do not agree, so call Development Services for the figure on your address before signing any contract that names a permit cost.
Which codes apply
Melissa has adopted the 2021 editions of the International Building, Residential, Fire, Plumbing, Mechanical, Fuel Gas and Energy Conservation Codes, plus the 2020 National Electrical Code (Adopted Building and Construction Codes). The city does not publish the adopting ordinance number or a confirmed adoption date with that list, so we do not print one. Request the citation from Development Services if you need it.
Neighborhoods we cover in Melissa
We work the whole city, both sides of US 75 and along Highway 121. The city lists its subdivisions as Auburndale, Berry Farms, Brookside, Country Ridge, Creek Crossing, Hunters Creek, Hunter’s Ridge, Liberty, Magnolia Ridge, Meadow Run, North Creek, Trails of Melissa and Villages of Melissa (City of Melissa Neighborhoods; that page says 14 subdivisions but names thirteen).
HOA approval is not a side issue in Melissa, because the city enforces it at the permit counter. Under Code of Ordinances No. 92-04 deed restrictions prevail, and the residential permit application requires a duly authorized representative of the homeowners association board or architectural review or control committee to execute the application (Residential Building Permit Application). Subdivision-level shingle and color lists are not published centrally, so we get your association’s current guidelines in hand before helping you pick materials. Start with shingle options and impact ratings.
One Richardson-Based Contractor for the Whole Recovery
Damage hides in penetrations, valleys and flashings, so our inspections cover the full system: decking, underlayment, valley metal, vent boots, ridge and edge metal, gutters, fascia and soffit.
We scope the construction damage, coordinate qualified mitigation and remediation professionals when specialized services are required, and manage the reconstruction through completion. See our storm restoration services and complete build-back work, or contact us. We are not a public insurance adjuster and we do not negotiate claims on your behalf.
We also serve nearby communities including McKinney, Anna, Prosper, and Celina.
Frequently Asked Questions
Do I need a permit to replace my roof in Melissa?
Yes. The city’s permit handout states that no person, firm or corporation shall repair or replace without first obtaining a permit, and Melissa publishes no small-repair dollar exemption for roofing.
How much is a re-roof permit in Melissa?
Melissa publishes more than one answer. The codified Appendix A fee schedule lists a flat $90.00 residential reroof permit, while the city’s permit handout and FAQ carry no reroof line and publish a valuation-based table starting at $23.50. Confirm the figure for your address with Development Services at 972-838-2036.
Who inspects a Melissa reroof?
Inspections are called in by the general contractor to Bureau Veritas at 877-837-8775 or 817-335-8111, and all permits require a final inspection. There is no mid-roof or decking inspection, so nothing is checked while the deck and edge metal are exposed.
Do you repair fascia, soffit and gutters in Melissa, or only shingles?
We treat the edge as part of the roof: drip edge and gutter apron, gutters and downspouts, wood fascia repair, aluminum fascia wrap, soffit and vent repair. Code requires drip edge at eaves and rakes, lapped at least 2 inches and fastened not more than 12 inches on center.
Do you perform mitigation and remediation in Melissa?
Specialized mitigation and remediation work is performed by qualified service providers. APGC coordinates those services and manages the repair and build-back portions of the work.
Do you provide fire and water reconstruction in Melissa?
Yes. APGC provides complete interior and exterior reconstruction once the required mitigation or remediation work is complete.
Can you help document the construction scope?
Yes. We provide photographs, measurements, construction estimates, repair scopes and material specifications for the reconstruction work. We are not a public insurance adjuster and we do not negotiate claims on your behalf.
